The purpose of this memorandum is to set forth policyregarding payment for supplemental seeding, additional fertilizerand overseeding applications performed after the completion ofall other contract items. For additional information regardingthe performance of these items of work see the standard plansheet insert entitled "Roadside Development - - - Schedulefor Seeding During Construction."
One of the following procedures is to be followed:
1. The Final Estimate may be paid in full prior to theperformance of supplemental seeding, etc. provided thecontractor's performance bond acknowledges coverage of suchsupplementary work. All supplementary roadside development workis to be paid for in one single payment on a supplemental final.
2. As an alternative to providing performance bond coveragefor supplemental seeding, etc., the Engineer may withhold fromthe Final Estimate an amount equal to one and one-half times theestimated cost of performing such supplementary work. Theretainage (one and one- half times the estimated cost) is to bepaid on a supplemental final along with the money due thecontractor for performance of the supplementary roadsidedevelopment work.
One payroll at the conclusion of the supplementary roadsidedevelopment work showing the dates on which the supplementarywork was performed will suffice for the period between theacceptance of the project and the completion of the supplementarywork.
Neither the bonus nor the liquidated damage provisions willapply to the interval between the acceptance of the project andthe completion of the supplementary roadside development work.
