The Statewide Transportation Improvement Program (STIP) is a four-year document that identifies those highway construction and maintenance and transit projects that will utilize federal funding, or for which federal approval will be required.
It is also the document that identifies the project scheduling dates for transportation projects and programs.
This document includes, by reference, the approved Transportation Improvement Program for these Metropolitan Planning Organization (MPO) areas:
- Blacksburg-Christiansburg-Montgomery County
- Bristol
- Charlottesville
- Danville
- Fredericksburg
- Hampton Roads
- Harrisonburg
- Kingsport
- Lynchburg
- Northern Virginia
- Richmond
- Roanoke
- Tri-Cities
- Winchester
Additionally, the STIP includes all federally funded highway projects located outside the MPO areas.
Projects funded under the Public Lands Discretionary Program and the Forest Highway Program are also included along with those projects to improve park roads and parkways found within the federal parks in Virginia.
Section 33.1-23.2 of the Code of Virginia requires that a public hearing be held prior to the allocation of any transportation funds and Section 33.1-12(9) requires the Commonwealth Transportation Board (CTB) to adopt a Six-Year Improvement Program (SYIP) by July 1 of each year.
To meet these requirements, the CTB provides numerous opportunities for the public to provide input on transportation projects and priorities as part of the continuing transportation planning process for the development of the SYIP and STIP.
