Caldwell
Caldwell Is Public Affairs Chief
Jeff Caldwell, assistant director of the Central Office public affairs team, has been named chief of communications for VDOT.
Caldwell began his state government career in 2000, serving as public affairs manager in VDOT’s Richmond and Hampton Roads districts. He left VDOT in 2005 to become statewide director of public relations for the Virginia Department of Health and returned to the department in 2006 as assistant director. Earlier, he was a reporter and before that an employee in corporate communications at Circuit City.
He worked several summers on highway construction and maintenance in upstate New York while completing a bachelor of arts degree from the University of Richmond. He has earned several professional accolades, including two Virginia Press Association awards for journalism and three VDOT Commissioner’s Awards of Excellence.

Reese
Reese Named Deputy Secretary
Barbara W. Reese, VDOT's chief financial officer since 2002, has been appointed deputy secretary of transportation effective July 1. At VDOT, she has been responsible for procurement, fiscal and toll road operations, budgeting, programming, project financial management, transportation debt and the financial aspects of Virginia’s public-private transportation program.
Earlier, Reese served as a principal transportation policy and finance analyst with the Virginia Senate. She serves on the Transportation Research Board’s Committee on Taxation and Finance and on the American Association of State Highway and Transportation Officials’ Committee on Administration. Reese was a nominee for the “CFO of the Year” award from Virginia Business magazine.
Chief Deputy Commissioner Gregory Whirley will serve as acting chief financial officer until the position is filled.
Thompson Is Assistant L and D Engineer

Thompson
Robert C. “Bob” Thompson, former director of public works for Henrico County, has joined VDOT as an assistant state location and design engineer. In his 28-year career with the county, he held the position of public works director for 11 years and earlier served as assistant director of public works, chief design engineer and assistant traffic engineer.
Thompson is a registered professional engineer with bachelor’s and master’s degrees in civil engineering from Virginia Tech. He serves as president of the Virginia, District of Columbia and Maryland Chapter of the American Public Works Association and is a member of the American Society of Civil Engineers and the Institute of Transportation Engineers.

Stephen Lane, associate principal research scientist, Virginia Transportation Research Council, has been honored with a 2007 ASTM International Award of Merit for his work on concrete durability. ASTM was originally known as the American Society for Testing and Materials.
Yolanda Mosley, business manager, Charlottesville Residency, received her certification as a Virginia contracting officer.
Cathy McGhee, research scientist III, Virginia Transportation Research Council, has been appointed to the Transportation Research Board Committee on Regional Transportation Systems Management and Operations. She also has been appointed chair of the Strategic Highway Research Program task group on Understanding the Contribution of Operations, Technology, and Design to Meeting Highway Capacity Needs.
