We’re Ready for the Next Step
By Commissioner David S. Ekern, P.E.

Ekern
We continue to get better at meeting our on-time, on-budget, and quality targets in the construction and maintenance programs. Not only are we proving our merit as an agency that delivers, we also are proving that accountability, transparency and performance measurement deliver better results for the citizens of Virginia.
This is a good time to recognize the daily hard work by thousands of dedicated men and women within VDOT, as well by as our contractors and our other partners. I want to express my great appreciation to all of you for the jobs you are doing.
It’s also time to think about the bigger picture—to go beyond “on time and on budget” as our performance measures.
Work began in early 2007 to develop new performance measures that more consistently and comprehensively reflect the activities that encompass our transportation program. We are shaping how to measure and report our performance as we work with our stakeholders and the Governor’s Transportation Accountability Commission.
Meanwhile, VDOT is developing the next generation of our Dashboard, building from the program that has consistently reported our progress since 2003. “Dashboard 3.0” represents the most significant enhancements yet to our performance measurement system, and it gives our customers around the world a real-time view of how VDOT conducts its business. When Dashboard 3.0 is released, VDOT will open a new chapter in reporting our accomplishments and what we are doing to address our challenges.
We will broaden the scope of our measures to include System Performance, Safety, System Condition (of bridges and pavements), Projects (on time, on budget), VDOT Management, Customer Satisfaction, Revenue and Spending. Consequently, you will have a comprehensive snapshot of VDOT’s business areas. Our goal will be to achieve significant results in all VDOT programs, as we have done in delivering our construction and maintenance program.
I invite you to watch for more information about Dashboard 3.0 and VDOT’s FY 2008 business plan. Your feedback on these tools is welcomed and needed as we look forward to continuing our journey.
