Reshaping the Business, System and Workforce
At the Garver Leadership Conference in early May, more than 300 Virginia Department of Transportation leaders gathered to discuss and review the Draft Fiscal Year 2008 Business Plan. This special report highlights the potential focus areas for the new fiscal year, beginning July 1.

Surveying the Landscape
DOTs across the country are dealing with the new realities of long-term funding issues, land-use impacts, increasing congestion and maintenance costs, a reduction in new construction, an aging infrastructure and the need to continue to respond promptly to emergency and disaster situations. The Business Plan is one of the tools we use to tackle these challenges.

We are moving to a culture of accountability, dependability and collaboration that will serve us well. Most importantly, we will approach the business in an entrepreneurial manner, applying innovative solutions and using new technologies to meet our customers’ needs — all with a sense of urgency.
So, what can we expect to change? In Fiscal Year 2008, we will focus on reshaping three primary areas:
How will we conduct business to address these focus areas? That’s where the Business Plan for 2008 fits in. It provides the roadmap to make focus areas real for our next year’s hard work of achieving some of our agency goals.
