Special Report:
VDOT Business Plan,
Fiscal Year 2008 and Beyond

Reshaping the Transportation System

The transportation system is about more than just the roads we build and maintain — just as VDOT is an agency that is about more than construction and maintenance. Focusing on the system includes looking at measures for greater safety, using technology to improve mobility and exploring the link between land use and transportation planning.

Key Goals/Initiatives

  • Improve Preservation and Management of the System

Includes efforts such as establishing a bridge repair program for bridges less than 60 feet long and workshops on rapid repair technology. It also involves recommendations for a fee structure associated with heavy vehicles and the ongoing implementation of the Turnkey Asset Management System (TAMS) contracts.
  • Improve Safety and Security

Includes implementing VDOT’s 50 actions from Virginia’s Strategic Highway Safety Plan, developing a program focused on “Signs and Safety,” establishing a Virginia Center for Transportation Safety with emphasis on truck safety and older and younger drivers, plus reviewing all Virginia laws regarding pedestrian safety in order to recommend code changes.
  • Improve Mobility

Includes efforts such as developing a comprehensive statewide congestion- management plan, expanding the use of safety service patrols, implementing quick clearance techniques (possibly using advanced technology in Hampton Roads and NOVA), implementing an enhanced Virginia Operational Information System and improving the 511 Virginia traffic and travel information system, and more.
  • Improve Land Use and Transportation with our Partners

Includes implementing Chapter 527 traffic impact requirements and procedures, instituting secondary system improvements (such as local administration of projects within the First Cities Initiative) and modernizing subdivision street standards.

Why is This Important?

Dashboard 3.0
“Dashboard 3.0,” an  expanded version of the
present Dashboard, will be ready soon with
added metrics for VDOT management priorities.

With aging infrastructure and ever-increasing congestion problems, we must learn how to maximize Virginians’ capability to get where they need to go quickly, safely and efficiently while preserving our assets and our focus on safety.

How Might This Affect Employees or the Public?

VDOT has a long, rich history of employees who are driven by a strong sense of public service.  This tradition must continue as we learn how to become more business-like in the way we approach improvements.
