Wanda Wells

Chief of Administration


Wanda Wells was named Chief of Administration Oct. 6, 2014.  

In that capacity, she oversees the Virginia Department of Transportation's Administrative Services Division, Information Technology Division, Safety and Health Division, and the Office of Business Transformation and Special Projects.  

The directorate focuses on delivering effective solutions for agency staff and continuous improvement of agency programs and processes, resulting in streamlined operations and greater accountability.  

Wanda has worked for the Commonwealth of Virginia for 32 years.

Previously, she served as chief of the Office of Business Transformation and Special Projects. She oversaw business process re-engineering activities, development of strategic and business plans, performance metric identification and reporting, and special projects.

Prior to this, she was deputy state inspector general for the newly created Office of the State Inspector General. Wanda helped to establish the new state agency, establish standard operating procedures there and oversaw the performance and internal audit functions.

She also served as:

  • VDOT's inspector general
  •  Director of investigations at VDOT
  • Assistant division administrator in VDOT's Internal Audit unit
  • A senior auditor for the Auditor of Public Accounts

She graduated James Madison University with a Bachelor of Business Administration Degree and a double major in accounting and finance.  

She is a Certified Public Account and is a member of the Association of Certified Fraud Examiners.
