Donald “Donny” Necessary, Jr.

Acting Bristol District Administrator


Donald “Donny” Necessary, Jr. has been named Acting Bristol District Administrator for VDOT’s 12-county Bristol District as of June 2019.

A 33-year employee with VDOT, Necessary most recently served as VDOT Bristol Planner, managing VDOT’s SMART SCALE program which provides localities the opportunity to apply for funds and have their applications scored statewide based on an objective, outcome-based process.

Prior to his role as district planner, Necessary spent the majority of his career with Bristol’s Traffic Engineering Division. He served in multiple roles within the division, including Assistant Bristol District Traffic Engineer.  

Necessary is a Bristol native and a 1978 graduate of Virginia High School. He attended Virginia Highlands Community College and earned his Associate of Applied Science in Design Drafting in 1980, and graduated from East Tennessee State University in 1986 with a Bachelor of Science degree in Engineering Technology.

Necessary is married to Teresa Gill-Necessary and they have a grown daughter, Tiffany.
