Donald “Donny” Necessary Jr.

Donald “Donny” Necessary Jr. was named Bristol District administrator for the Virginia Department of Transportation (VDOT) in December, 2019.

A 33-year employee with VDOT, Necessary most recently served as Bristol planner.

In that role, he managed the SMART SCALE program, which provides localities the opportunity to apply for funds and have their applications scored statewide based on an objective, outcome-based process.

Prior to this, Necessary spent the majority of his career with Bristol’s Traffic Engineering Division.

He served in multiple roles there, including as assistant traffic engineer.  

Necessary is a Bristol native and a 1978 graduate of Virginia High School.

He attended Virginia Highlands Community College and earned his Associate of Applied Science in Design Drafting in 1980.

He graduated from East Tennessee State University in 1986 with a Bachelor of Science degree in Engineering Technology.

Necessary is married to Teresa Gill-Necessary and they have a grown daughter, Tiffany.
