Enhancement Sponsor Checklist

Environmental Issues

This list does not contain all of the many tasks that may be associated with obtaining environmental clearances for Enhancement projects, but it can serve as a general guide. 

  1. After a Project Administrative Agreement has been executed, set up a project “Kick off” meeting between the Sponsor and the appropriate VDOT District Environmental Manager.  Discuss scope of project and receive information on environmental requirements.  Determine whether VDOT is preparing NEPA documentation or Sponsor.
     
  2. Do not start any ground disturbing activity or purchase any land until all environmental compliance is complete.
     
  3. If Sponsor is completing NEPA documentation, complete the NEPA Documentation Concurrence form in consultation with the VDOT District Environmental Manager.  This will determine the level of environmental document necessary for the Enhancement project (CE or PCE). 
     
  4. Contact and coordinate with appropriate state/federal agencies.
     
  5. Obtain “capstone letters” and/or necessary water quality permits for Enhancement project from state/federal agencies.  Provide copies to VDOT District Environmental Manager.
     
  6. Complete Hazardous Materials Due Diligence form and provide to VDOT District Environmental Manager.
     
  7. VDOT or Sponsor complete NEPA document (CE or PCE).
     
  8. Sponsor forwards all agency coordination letters (“capstone letters”), permits, Due Diligence forms and the environmental document to the VDOT District Environmental Manager. 
     
  9. Receive Federal Highway Administration (FHWA) concurrence on the environmental document for the project file.
     
  10. Sponsor implements any environmental commitments from the documents, coordination or permits. 
     
  11. Sponsor provides documentation verifying environmental commitment implementation to VDOT District Environmental Manager.
