Regional Surface Transportation & Congestion Mitigation and Air Quality Programs

The Regional Surface Transportation and Congestion Mitigation & Air Quality Improvement Programs are administered cooperatively between VDOT and the eligible Metropolitan Planning Organizations.  The Hampton Roads, Metropolitan Washington, and Richmond Metropolitan Planning Organizations direct the use of Regional Surface Transportation money within their respective urbanized areas.  The use of Congestion Mitigation & Air Quality money is directed by those same organizations. Please note that while not a part of the Washington (Northern Virginia) urbanized area, parts of Stafford County are within the Air Quality Non-Attainment zone and may therefore utilize Congestion Mitigation & Air Quality dollars designated by the Metropolitan Washington planning organization.

Both Regional Surface Transportation and Congestion Mitigation & Air Quality programs fund projects up to the 80 percent level and require a state match of 20 percent.  This state match amount comes from statewide allocations in the Regional Surface Transportation program.  The state match for Congestion Mitigation & Air Quality must be funded from other sources (regular secondary construction fund or local government money, for example).  As with all federal programs, federal authorization must be obtained before beginning work on a particular phase of a project.  If authorization is not received before work begins, that phase of the project will not be eligible for federal funding.

Highway projects funded by either of these programs are listed in the relevant sections of the Virginia Transportation Six-Year Improvement Program for Construction & Development (formerly known as the Virginia Transportation Development Plan).  If the state matching funds for secondary Congestion Mitigation & Air Quality projects come from a county’s secondary construction allocation, then the projects are also listed in the relevant county’s Six-Year Plan.
