The Virginia Department of Transportation (VDOT) received an unsolicited proposal from Skanska/Washington/BAM (SWB) pursuant to the Public-Private Transportation Act (the Act). The SWB team is led by a joint venture of Skanska USA, Inc. (Skanska), Washington Group International (Washington), and Royal BAM Group nv (BAM). The scope of the project includes designing, building, financing, operating and maintaining the project, consisting of approximately 13-miles of limited access expressway in addition to widening approximately15-miles of interstate highway. The project will cross Hampton Roads and the Elizabeth River via trestles and two new tunnels.

In accordance with the Implementation Guidelines, dated April 2001, adopted by VDOT under the Act, VDOT established that the posting period for this proposal beginning July 9, 2004 and ending at 5 P.M. on October 8, 2004.

Current Status:

VDOT issued a Request for Detailed Proposals (RFDP) on Aug. 29, 2005. The private sector proposers requested VDOT to extend the mid-December deadline for submitting detailed proposals for up to two years. VDOT decided to cancel this effort instead.
