Third Hampton Roads Crossing Conceptual Proposal
The Virginia Department of Transportation (VDOT) received an unsolicited proposal from Skanska/Washington/BAM (SWB) pursuant to the Public-Private Transportation Act (the Act). The SWB team is led by a joint venture of Skanska USA, Inc. (Skanska), Washington Group International (Washington), and Royal BAM Group nv (BAM). The scope of the project includes designing, building, financing, operating and maintaining the project, consisting of approximately 13-miles of limited access expressway in addition to widening approximately15-miles of interstate highway. The project will cross Hampton Roads and the Elizabeth River via trestles and two new tunnels.

In accordance with the Implementation Guidelines, dated April 2001, adopted by VDOT under the Act, VDOT established that the posting period for this proposal beginning July 9, 2004 and ending at 5 P.M. on October 8, 2004.
Fluor Virginia, Inc. submitted a competing proposal for the Third Hampton Roads Crossing on Oct. 7, 2004.
Current Progress:
The project is currently in Phase 4 of the PPTA process as defined by the 2001 PPTA guidelines. A Request for Detailed Proposal (RFDP) was distributed to each proposers on August 29, 2005. Questions related to the RFDP were submitted by the proposers and responded to by the Department on September 30, 2005. Each proposer has until March 15, 2006 to respond to the RFDP.
