The Department of Conservation and Recreation's (DCR) inspectors are reviewing the Department's projects on a regular basis to insure the Department is having our contractors comply appropriately with the contract in regard to siltation and erosion control measures. It has been brought to my attention that some deficiencies exist in the manner in which findings of their reviews are provided to the Department.
In an effort to correct these deficiencies, we have agreed with the DCR that their inspectors will submit their written report to the Resident Engineer, who is responsible for the project being reviewed. They will also provide the Project Inspector with a written copy of the report before they leave the project so that if any deficiencies exist, corrective measures can begin immediately.
By this memorandum I am directing the Residency to respond as soon as possible, but no later than two weeks, to the written report indicating how the identified deficiencies have been or will be addressed, specifying time frames when required. Should there be a disagreement with a particular item(s) in the report, the Resident Engineer will call the DCR inspector and schedule an on site meeting. In the event there are issues which remain unresolved after this meeting, then the issues will be evaluated jointly within each agency. The first step for the Department will be to the District Construction Engineer who will meet with DCR supervision. If the issues cannot be resolved to each agencies satisfaction, the next step will require our Departments Construction and Environmental Engineers and the DCR central office representative to meet for resolution.
This procedure is effective immediately and your cooperation is appreciated. I trust this will enhance the communication of each agencies expectations of this essential part of our construction program.
