VDOT POSTS ON-LINE PRIVATE-SECTOR PROPOSALS TO OPERATE THE DULLES TOLL ROAD

RICHMOND, Nov. 4, 2005 – The Virginia Department of Transportation (VDOT) has posted on its Web site today five competing conceptual proposals under the Public-Private Transportation Act (PPTA) to maintain and operate the Dulles Toll Road in Northern Virginia.
VDOT received the competing proposals last Friday. Competitors had 90 days to submit proposals after an unsolicited conceptual proposal was submitted July 15, 2005 by Dulles Corridor Mobility Consortium, consisting of Autostrade Group, John Laing plc and the Infrastructure Investment Group LLC. The group submitted an updated version of its proposal last week. The group added Macquarie Infrastructure Group to their team.
The five proposals posted online are:
Cintra, consisting of Cintra US Corp., Ferrovial Agroman, S.A. and Hatch Mott MacDonald LLC
Dulles Corridor Mobility Consortium, consisting of Autostrade Group, John Laing plc and the Infrastructure Investment Group LLC.
Dulles Express LLC, consisting of Franklin L. Haney Company LLC, Louis Berger Group, Cofiroute USA, Infrastructure Corporation of America, TransCore, Merrill Lynch and McGuireWoods Consulting
Dulles SmartLink, consisting of Transurban, Goldman Sachs & Co., Fluor Virginia Inc. and
VMS Inc.
Dulles to DC Loop, consisting of Virginia Mobility Associates, LLC and Urban Engineers Inc.
VDOT has 30 days to conduct a quality control evaluation of the proposals. The next step would be for the proposals to be reviewed by an independent review panel, which is heavily weighted towards public participation.
