NEW ROUTE 460 CORRIDOR PROJECT PRESENTATIONSTO BE HEARD BY INDEPENDENT REVIEW PANEL
RICHMOND - The first of four public meetings of the Route 460 Corridor Improvement Project’s Independent Review Panel will be held on Wednesday, March 21, 2007.
The 14-member panel, appointed in February by Secretary of Transportation Pierce R. Homer and chaired by Commonwealth Transportation Board (CTB) Hampton Roads District member Alan S. Witt, will evaluate three private-sector proposals submitted to build a new Route 460 between Petersburg and Suffolk.
The meeting will start at 5 p.m. in the Prince George County Board of Supervisors’ Meeting Room in the County Administration Building at 6602 Court Drive in Prince George. The meeting is open to the public.
The Route 460 corridor is a strategic component in Virginia’s long-term freight management, hurricane evacuation, congestion reduction and economic development programs.
Through Virginia’s Public-Private Transportation Act’s procurement process, three teams submitted proposals last September to build a new Route 460, using private investments; user fees, including tolls, and other innovative financing methods.
At this first meeting, the teams, Cintra USA, Itinere, and Virginia Corridor Partners (VCP), will make presentations about their proposals.
Three other meetings are scheduled; all are open to the public.
The April 30 meeting will be held specifically for public comments, which also may be submitted here or to VDOT’s Innovative Project Delivery Division at 1401 E. Broad St., Richmond, VA 23219.
Public comments for the panel’s consideration will be accepted through Friday, May 4, 2007. Officials of affected localities along the corridor provided comments in late 2006.
The remaining meetings are scheduled as follows:
The three proposals will be evaluated according to criteria established in the Code of Virginia and outlined in VDOT’s solicitation for proposals. The panel will make recommendations to VDOT’s commissioner and the CTB on the feasibility of the three proposals in June 2007.
The Route 460 Corridor Improvement Project’s Independent Review Panel is made up of citizens, CTB members, state government officials and representatives from planning
organizations along the Route 460 corridor.

- Monday, April 9 – VDOT leaders will present a proposal evaluation report to the panel, starting at 5 p.m., in the City of Suffolk Council Chamber Room at 441 Market Street in Suffolk.
- Monday, April 30 – The public may comment on the proposals, starting at 6 p.m., at Windsor High School at 24 Church Street in Windsor.
- Wednesday, May 23 – The panel will develop its recommendations for VDOT and the CTB, starting at 5 p.m. at JEJ Moore Middle School at 11455 Prince George Drive in Disputanta.
