VDOT NAMES NEW CHIEF FINANCIAL OFFICER
Reta Busher brings 27 years of corporate and local government financial experience
RICHMOND – Virginia Department of Transportation (VDOT) Commissioner David S. Ekern has tapped Reta Busher, director of finance for Henrico County for the past five years, as VDOT’s new chief financial officer effective Sept. 10.
Busher brings to VDOT 27 years of corporate and local government financial experience to her new position. She will oversee the agency’s $4 billion budget as well as several financial planning and administrative services functions.
Busher succeeds Barbara Reese, who became the commonwealth’s deputy secretary of transportation in July.
“I’m truly honored to be selected as CFO for VDOT,” Busher said. This agency is responsible for one of Virginia’s most important assets – its transportation infrastructure – which can improve our quality of life and economic development. I look forward to helping to continue enhancing our ability to provide a quality transportation system on a statewide level.”
Busher joined Henrico County in 1993 as its director of management and budget and was named deputy director of finance in 1999.
She was promoted to director of finance in 2002, while also serving as the county’s treasurer and commissioner of revenue.
While there, she was responsible for developing the county’s operating and capital budgets, its capital improvement program and debt capacity analysis, the issuance of bonds, investment of excess cash balances and long-term financial management.
During that time, the county began working with private partners to carry out education and transportation initiatives.
“After a nationwide search it is great that we found the best right here at home. Reta’s local government experience, especially with public-private partnerships and economic development, will make her a great addition to our VDOT management team,” Ekern said.
Busher worked for Roanoke County government, first as a financial analyst, then the director of management and budget, for nine years before joining Henrico County.
She worked for Peat, Marwick, Mitchell & Company in Roanoke as an assistant, staff and senior accountant between 1980 and 1984.
The Eastern Shore native holds a business degree from the College of William and Mary, and she is a certified public accountant.
