CULPEPER WESTERN OUTER LOOP PUBLIC HEARING IS AUG. 16
Public comments sought on design of new Route 784 in Culpeper County

CULPEPER — The Virginia Department of Transportation (VDOT) will hold a public hearing to gather comments on the proposed construction of Route 784 (Western Outer Loop), a new roadway in western Culpeper County.

The hearing will be held Tuesday, August 16, from 5 to 7 p.m. at Yowell Elementary School, 701 Yowell Drive, Culpeper, VA 22701.

VDOT proposes to construct the Western Outer Loop, a two-lane divided connector road on a new alignment west of Route 229 (Old Rixeyville Road), with endpoints at Route 522 (Sperryville Pike) and Route 729 (Eggbornsville Road). 

The Western Outer Loop will present an option to motorists traveling east into Culpeper on Route 522 that bypasses the Main Street corridor and associated traffic in the Town of Culpeper. It will also be used by travelers on Routes 229, 729 and 15/29 Business, who can take Route 694 (Ira Hoffman Lane) and the Western Outer Loop to their westerly destination.

The new two-lane roadway will be built on four-lane right of way, and will feature paved shoulders, bike paths, roadside drainage, three box culverts and stormwater management basins. In addition, minor improvements will be made to Routes 522 and 729 at their intersections with the new road.

A location hearing for this project was held in September 2008, and the current location was approved by the Commonwealth Transportation Board in May 2009. Construction of the Western Outer Loop has been in the Culpeper County Comprehensive Plan since 2005.

The project’s estimated cost is $14.88 million in revenue-sharing funds and is subject to change as the project’s design is developed. Construction advertisement is currently scheduled for July 2014.

Project plans and environmental documents, as well as right of way and easement information, will be available for review at the public hearing, as well as at VDOT’s Culpeper District Office located at 1601 Orange Road, Culpeper, VA 22701, 1-800-FOR-ROAD (367-7623). Please call ahead to ensure that personnel are available to answer your questions.

VDOT staff will be available during the hearing to discuss the project and answer questions. Written and oral comments will be taken at the hearing. Written comments can also be submitted by August 26, 2011, to Mr. Brian Arnold, Project Manager, 1601 Orange Road, Culpeper, VA 22701.
