GOVERNOR AWARDS $5 MILLION GRANT FOR LEESBURG BATTLEFIELD PARKWAY PROJECT
RICHMOND — Gov. Timothy M. Kaine announced today a $5 million Transportation Partnership Opportunity Fund (TPOF) grant to the town of Leesburg to pursue improvements to Battlefield Parkway.
The grant will be combined with other local, state and federal funding to develop the $35 million design-build project.
“The TPOF grant allows the design-build contract to move ahead this summer to address the continued economic growth and the mounting issue of congestion in Leesburg,” Gov. Kaine said. “Through the strong partnership between the commonwealth and the Town of Leesburg, we will be able to have this important project move to construction in early 2008 and be completed by the end of 2009.”
The seven-tenths of a mile section of Battlefield Parkway to be improved with this grant connects Route 7 to the north and Kincaid Boulevard to the south near the Dulles Greenway, the Route 7/15 Bypass and Route 7.
The project will include construction of a four-lane divided highway with two bridges crossing the Northern Virginia Regional Park Authority (W&OD Railroad Regional Park), Tuscarora Creek and flood plain, as well as a 10-foot shared-use path for pedestrian and bicycle traffic.
The TPOF is a $50 million fund to provide seed money for promising public-private partnerships. The fund is to be used by Virginia’s governor to encourage the development of transportation projects through the design-build provisions of the Code of Virginia and pursuant to the Public-Private Transportation Act of 1995.
The governor may also use the fund to provide monies to address the transportation aspects of economic development opportunities. The governor may award TPOF funds as grants, revolving loans or other financing tools and equity contributions.
“This project would not be possible without the diligent efforts of Senator Mark R. Herring, Delegate Joe T. May and the Leesburg Town Council, who have partnered with the commonwealth to find all available resources to advance this important project,” said Pierce R. Homer, Virginia’s secretary of transportation.
