RICHMOND— The Commonwealth of Virginia’s Office of Transportation Public-Private Partnerships (OTP3) today announced the selection of consultant teams to support the OTP3 with business management and financial services capabilities. 

The OTP3 was created by the secretary of transportation in December 2010 to focus on the identification, development and delivery of public-private partnership (P3) projects across all modes of transportation in Virginia.

“The OTP3 has been charged with creating an environment that encourages private investment in our infrastructure and proactively identifies, assesses and implements the commonwealth’s priority transportation projects,” said Secretary of Transportation Sean T. Connaughton. “The services of these highly respected consultant teams, with nationally and internationally recognized experts in complex business and financial analyses, will help ensure Virginia advances competitive and innovative procurements using the Public-Private Transportation Act of 1995.”

The following teams will support the OTP3 with expertise in business and financial evaluation and development of priority P3 transportation projects in Virginia:

Halcrow – a CH2M HILL company is an international multi-disciplinary engineering firm with more than 80 offices around the world, with local offices in Arlington and Virginia Beach.  Halcrow offers substantial P3 experience from many of the major P3 transactions in the US over the past five years as well as overseas in the UK and Asia. Halcrow is partnered with PFM Group, Anderson & Associates, MCV Associates, Raul Bravo & Associates, Eydo and Williamsburg Environmental Group.

Infrastructure Management Group – located in the Washington, D.C. area, IMG specializes in P3 advisory, project finance and innovative project delivery for infrastructure projects and organizations.  IMG brings significant national and global P3 finance expertise across all modes of transportation.  IMG is partnered with RebelGroup International, C&M Associates, Cape Jones Consulting and Cheng Solutions.

KPMG – the Infrastructure Advisory practice of KPMG Corporate Finance, is an internationally recognized consulting firm bringing more than 20 years of business and financial advising on successful P3 programs in the US, Canada, UK, Europe, Asia and Africa. KPMG is partnered with ATCS, Capital Project Strategies, Belcher Consultants, Norine Walker & Associates, RK&K, Wilbur Smith and URS.

Mercator Advisors – located in Philadelphia, the firm’s principals bring unique experience from senior positions in major investment banks as well as at the U.S. Department of Transportation.  Mercator offers a unique blend of capital markets experience and federal policy expertise.  Mercator Advisors is partnered with C&M Associates.

Public Financial Management – PFM has provided independent financial advisory services to local, state and regional government and non-profit clients throughout the US since 1975.  It is the leading independent financial advisory firm in the nation and is perennially one of the top-ranked municipal financial advisors in Virginia, serving clients from offices in Arlington and Richmond.  PFM is partnered with ATCS and Halcrow.

Reynolds, Smith and Hill – a national facilities and infrastructure consulting firm with 33 offices, is headquartered in Jacksonville, Florida with a local office in Norfolk, Virginia. RS&H brings significant experience on public-private partnership projects from both Florida and Texas, including as Florida DOT’s statewide P3 consultant. RSH is partnered with C&M Associates, Belcher Consultants, Raul Bravo & Associates, McCormick Taylor, Norine Walker & Associates, Cape Jones Consulting and Sophia Yu Consulting.

CDM Smith – formerly Wilbur Smith and Associates, is an international consulting firm with 6,000 professionals providing diversified services in the transportation fields of engineering, planning and economics. Local offices are in Richmond, Virginia. The CDM Smith team brings specialized expertise in innovative project finance, design-build, P3 projects, project management, toll technologies, and traffic and revenue forecasting in the US. Wilbur Smith is partnered with Lochner MMM Group, Norine Walker & Associates, Milestone Consultants and Golden Rule Consultants.
