VDOT ANNOUNCES NEW CHIEF ENGINEER

RICHMOND – The Virginia Department of Transportation (VDOT) announced today that Garrett W. Moore, P.E., will be the agency’s new chief engineer. Moore has a lifetime of experience in the engineering field, including leading VDOT’s northern Virginia and Staunton districts.

“Garrett brings incredible knowledge, experience and sound judgment to a very challenging role in the agency,” said VDOT Commissioner Greg Whirley. “Garrett has what it takes to lead VDOT’s construction and maintenance program, making it better for the millions of people who drive Virginia’s roads every day.”Garrett Moore

Moore will be accountable for the quality, cost and timeliness of all engineering plans associated with VDOT construction projects. He will also be in charge of the maintenance and operations program of the third-largest state-maintained highway system in the country.

As the northern Virginia district administrator, Moore led a complex transportation program resulting in the successful completion of the 495 Express Lanes; the start of the 95 Express Lanes; 25-mile resurfacing of the Fairfax County Parkway; significant expansion of the snow removal efforts, including increased use of technology and innovation; and many other projects.  

He also has extensive experience in the western area of the state where he led I-81 projects and other transportation programs in the Staunton region.

Moore previously held the position of assistant resident engineer in Fredericksburg and resident engineer in Warrenton. 

His first career was an engineer officer in the U.S. Marine Corps which he retired as a lieutenant colonel.  

Moore holds a bachelor of science in engineering from the University of California, Berkeley, and a master’s in civil engineering from Virginia Tech. He is a licensed professional engineer.

Moore will replace Malcolm T. Kerley, P.E.,who will retire as VDOT’s chief engineer this month. 

For more than 40 years, Kerley has worked as an engineer designing and building roads and bridges in Virginia. He is known as a leading bridge engineer expert nationally and across the globe.

Whirley added, “Mal’s insistence for accountability, quality, timeliness and cost-effective designs has made Virginia’s engineering and construction program a model for other state DOTs.”

Moore will take over as chief engineer in late December 2012.
