VDOT ANNOUNCES NEW CULPEPER DISTRICT ADMINISTRATOR
John D. Lynch, P.E., will lead the transportation program in the agency’s Culpeper District

John D. Lynch, P.E. (Click to enlarge image.)RICHMOND — Virginia Department of Transportation (VDOT) Commissioner Greg Whirley today announced that John D. Lynch, P.E., will be the agency’s new Culpeper District Administrator.

“I am pleased to announce that John D. Lynch, P.E., will be leading VDOT’s Culpeper District,” said Whirley. “John brings an incredible amount of experience to this new role. His background and expertise will be invaluable assets to the transportation program in the Culpeper District.”

Lynch is currently the Regional Transportation Program Director for VDOT’s Northern Virginia Megaprojects and the Woodrow Wilson Bridge Project Manager. He provides oversight for a transportation program in excess of $5 billion. He is responsible for delivering Northern Virginia’s largest transportation projects on-time, on-budget and in a safe and high quality manner. Lynch oversees program and project management, design, right-of-way and construction management, civil rights and small/disadvantaged business outreach, regional and project-specific traffic management plans and communications and outreach.  

Prior to joining VDOT in October 2003, Lynch worked in the private sector for more than 20 years as a Department Head, Section Manager, Project Manager and Design Engineer for several consulting engineering firms. Lynch started his career with Caltrans in the Los Angeles, Ca., area.

Lynch received his Bachelor’s degree in Civil Engineering from the University of Delaware and completed a Master of Science in Civil Engineering from George Mason University in the spring of 2004.
