Procurement Phases
The project is in Phase Five of the PPTA procurement. The Commonwealth Transportation Commissioner advanced the Elizabeth River Crossings, LLC conceptual proposal and directed Virginia Department of Transportation to commence negotiations for an interim agreement by letter dated June 23, 2009.

Solicitation for Conceptual Proposals
The Virginia Department of Transportation solicited Conceptual Proposals for the Downtown Tunnel/Midtown Tunnel/MLK Extension project on May 30, 2008 from qualified and experienced respondents with finance, design, construction, operation and maintenance experience of highway facilities under the Public-Private Transportation Act of 1995, as amended (PPTA). In accordance with VDOT policy, the solicitation was posted for 120 days.

Submission of Conceptual Proposals
The Elizabeth River Crossing (ERC) submitted a conceptual proposal September 29, 2008, in response to VDOT's solicitation.
