Commissioner David Ekern of the Virginia Department of Transportation (VDOT) accepted on Oct. 29, 2008 for further consideration Elizabeth River Crossing's conceptual proposal in response to VDOT's solicitation, under the Public-Private Transportation Act, to develop and operate the Downtown Tunnel/Midtown Tunnel/Martin Luther King Freeway Extension located in the cities of Norfolk and Portsmouth.
VDOT performed a quality control review of the conceptual proposal to ensure its compliance with applicable requirements. Conceptual proposal(s) that meet these requirements will proceed to the Independent Review Panel stage of procurement.
