Submission and Selection of Detailed Proposal - Phase Four
Phase four of the Procurement Phases entails the solicitation and evaluation of Detailed Proposals. For this project, the Virginia Department of Transportation has determined to solicit binding Detailed Proposals consistent with the recommendations of the Independent Review Panel and the Commonwealth Transportation Board.
Request for Detailed Proposals
The Virginia Department of Transportation has issued to the three shortlisted offerors a Request for Detailed Proposals (RFDP) for development and operation of the new U.S. Route 460. Only the shortlisted offerors are invited to submit Detailed Proposals. This will be a competitively procured public-private partnership utilizing price competition to obtain best value.
The RFDP includes the comprehensive agreement and all contractual requirements for both parties. The RFDP is comprised of the following three parts:
