Who's Involved

The following organizations, agencies and committees work together throughout the advancement of the project.

Virginia Department of Transportation

The Virginia Department of Transportation (VDOT) is responsible for building, maintaining and operating the state's roads, bridges and tunnels. VDOT is the sponsoring agency for the Route 460 Corridor Improvements Project.

Office of Transportation Public-Private Partnerships

The Office of Transportation Public-Private Partnerships (OTP3) for the Commonwealth of Virginia is responsible for developing and implementing a statewide program for project delivery via the Virginia Public-Private Transportation Act (PPTA) of 1995.  OTP3 is responsible for the associated project development and procurement activities for the Project.

Independent Review Panel

The Independent Review Panel (IRP) is appointed by the secretary of transportation and is responsible for evaluating the offeror’s conceptual proposal(s), in accordance with the evaluation criteria set forth in guidelines or the solicitation for conceptual proposals and making recommendations to the CTB. 

Commonwealth Transportation Board

The Commonwealth Transportation Board (CTB) is VDOT’s oversight board, which considers the IRP’s recommendation and makes a recommendation to the commonwealth t ransportation commissioner whether to advance conceptual proposals to phase four of the procurement process and conduct further evaluation and action by VDOT. 

Federal Highway Administration

FHWA acts as an active participant in the project development process and as an observer in VDOT’s evaluation of the Conceptual Proposal(s).  FHWA also provides oversight from a federal perspective with respect to funding.
