About the Project

This project seeks to reduce Interstate 95 congestion at Fredericksburg by providing local traffic with an additional route to travel between Route 17 and Route 3 without merging into the interstate's general purpose lanes.

Between just north of Exit 133 (Route 17) in Stafford County and just south of Exit 130 (Route 3) in the City of Fredericksburg, three new I-95 southbound lanes will be constructed in the current median of I-95 for through traffic.

The three existing I-95 southbound lanes from north of Exit 133 to south of Exit 130 would be converted to three southbound lanes for local traffic, also known as collector distributor lanes.

The project would require construction of a new crossing of the Rappahannock River, parallel to the existing I-95 southbound bridge, to carry the new lanes for through traffic.

The existing I-95 interchanges at Route 17 and Route 3 will also be modified, as well as ramps to the Safety Rest Area and Virginia Welcome Center.

This Smart Scale project is fully funded through construction in the FY2017-2022 Six-Year Improvement Program.

Design Public Hearing: January 25, 2017

The public is invited to attend a design public hearing on Wednesday, Jan. 25, 2017 to learn more about the I-95 Southbound Collector-Distributor Lanes − Rappahannock River Crossing project, and to comment on the proposed design.

Written and oral comments will be accepted at the public hearing, and afterward through Wednesday, Feb. 8, 2017.
