Project History and Purpose

Under the current conditions, heavy congestion exists from Interstate 64 west to Interstate 264 east at the I-64/I-264 interchange.

To relieve this congestion and improve the traffic operations from westbound I-64 to eastbound I-264, a ramp widening and new system of collector-distributor (CD) roads will be built.

The addition of a CD road will affected the existing geometry and operation of the downstream interchanges at Newtown Road and Witchduck Road.

The Virginia Department of Transportation (VDOT) is managing construction of this project, with funding allocated by the Hampton Roads Transportation Accountability Commission, from the Hampton Roads Transportation Fund. The construction contractor is Tutor Perini Corporation of New Rochelle, NY.


The improvements in the I-64/I-264 Ramp Improvements Project include adding a second exit lane on westbound I-64 and the widening of the ramp from westbound I-64 to eastbound I-264, introducing a new two-lane collector-distributor roadway (C-D road) from I-64 to the Newtown Road interchange, and a new two-lane flyover ramp from westbound I-64 tying into the existing eastbound I-264 C-D road. The new C-D road will serve the Newtown Road interchange on the southern side of I-264 and the flyover ramp will allow motorists to utilize the existing eastbound C-D road to travel from westbound I-64 to eastbound I-264 without conflicting with the movements to and from the I-264/Newtown Road interchange.

Current Status

Construction began in fall 2016. The project was fully funded by the Hampton Roads Transportation Accountability Commission (HRTAC) through the Hampton Roads Transportation Fund (HRTF).

This is the first of two projects in the corridor. The second one is the I-264/Witchduck Road Interchange and Ramp Extension.
