Project History


The I-64 to Norview Avenue interchange provides direct access to the Norfolk International Airport. The existing configuration Norview Avenue intersection with I-64 East is a partial cloverleaf with a loop ramp from Norview Avenue south to I-64 East (leaving the airport to travel toward downtown Norfolk) and a loop ramp from I-64 East to Norview Avenue north (heading to the airport from the Hampton Roads Bridge Tunnel). The distance along I-64 East between the two ramps is approximately 500 feet and does not provide sufficient space for vehicles entering and exiting the interstate in the same area. This results in congestion and an increased crash rate. Based on 2003 data, the Hampton Roads District had an overall crash rate of 122 (total crashes divided by the annual vehicle miles of travel; expressed per 100 million vehicle miles of travel). This interchange had a crash rate of 553 during the same year. This disparity prompted a study to evaluate and compare alternative solutions for improving the safety of this Interchange. Three alternatives were developed in the study.

Project Description

The proposed improvements to the I-64 East/Norview Avenue ramps consist of closing the existing I-64 East to Norview Avenue north loop ramp and replacing it with a ramp north of the existing Norview Avenue south to I-64 East on-ramp, eliminating the existing weave movement. This change in the interchange configuration will replace the weave movement with an exit ramp and an entrance ramp, creating a safer and more efficient interchange. The new ramp will terminate at Norview Avenue at a traffic signal that will allow drivers to access Norview Avenue north and southbound. This is also an improvement from the existing condition which only allows access to Norview Avenue north.

Project Cost

The project is currently estimated at $6.5 million, including preliminary engineering, right-of-way and utilities, and construction. Project costs are subject to change depending on final design features, inflation, utility relocation and right-of-way costs. The anticipated breakdown is as follows:
