Project Details
In order to complete this project within three years, VDOT and the contractor worked together to split the construction into three phases. Please see each phase of the project below for more detailed information about the construction.Phase I
- Crews with contractor English Construction Company, Inc. broke ground on the first phase of the project in April 2006.
- This phase began with construction to Pouncey Tract Road.
- On I-295 north, we patched and overlaid the section located approximately one mile north of I-64.
- The first phase of the sound wall between the Twin Hickory community and I-295 was built at this time.
- The right side of the new ramp carrying traffic from I-295 north to I-64 west was built.
- On I-64, this phase included widening of I-64 between I-295 and Route 288. The widening resulted in one additional lane to the outside of I-64 in both directions.
- We also began construction of the flyover bridge.
- In addition, a two-lane ramp was constructed from I-64 west to I-295 south. However, only the part of the ramp which ties into I-295 was constructed in this phase.
During phase I, traffic impacts included nighttime lane closures along I-64, I-295 and Pouncey Tract. Traffic along I-64 was detoured onto Broad Street for several nights during this phase as structural steel was set for the Pouncey Tract Road bridge and the flyover bridge over I-64.

Phase II
- The second phase of this project involved the demolition of the existing Pouncey Tract Road bridge over I-64. It also included construction of the future southbound lanes of Pouncey Tract Road, including the bridge over I-64.
- On I-64, the flyover bridge was completed from I-64 east to I-295 south.
- The left side of the ramp from I-64 west to I-295 south was constructed.
- On I-295, the left side of the ramp from I-295 north to I-64 west was constructed.
During phase II, traffic impacts included nighttime lane closures along I-64, I-295 and Pouncey Tract. Traffic along I-64 was detoured onto Broad Street for several nights during this phase as the existing Pouncey Tract bridge was demolished, structural steel was set for the new Pouncey Tract Road bridge and the flyover bridge over I-64.

Phase III
- Traffic was shifted onto the new flyover bridge from I-64 east to I-295 south.
- Completed maintenance work on the I-295 north bridge over I-64
- Completed construction of the ramp going from I-64 west to I-295 south
- Completed construction of the de-celeration lane going from I-295 south to I-64 west
- Completed construction of Phase II of the soundwall behind the Twin Hickory community
- Constructed the outside lane of I-64 east between I-295 and Route 250 (Broad St.)
- Completed the median along Pouncey Tract Road
- Completed asphalt overlay on Pouncey Tract Road
- Removed the existing I-295 south bridge over I-64 and demolished the existing loop from I-64 east to I-295 south.
- Applied all final pavement surfaces and final striping.
- Shifted all traffic into its final configuration on Pouncey Tract Road, I-64 and I-295.
During phase III, traffic impacts included nighttime lane closures along I-64, I-295 and Pouncey Tract. Traffic along I-64 was detoured onto Broad Street for several nights during this phase as the existing I-295 north bridge over I-64 was demolished.
