Project Details
In order to complete this project as quickly as possible, VDOT and the contractor have worked together to split the construction into three phases. Please see each phase of the project below for more detailed information about construction.Phase I
- Crews with contractor English Construction Company, Inc. will break ground on the first phase of the project in April 2006.
- This phase will begin with construction to Pouncey Tract Road, constructing as much of the future northbound lanes as possible to include the northbound lanes over I-64.
- On I-295 north, we will patch and overlay the section located approximately one mile north of I-64.
- The first phase of the sound wall between the Twin Hickory community and I-295 will be built at this time.
- The right side of the new ramp carrying traffic from I-295 north to I-64 west will be constructed.
- On I-64, this phase will include widening of I-64 between I-295 and Route 288. The widening will result in one additional lane to the outside of I-64 in both directions.
- We will also begin construction of the flyover bridge, which will begin on I-64 east on the south side of I-64 (behind Lowe’s) and connect to I-295 south.
- In addition, a two-lane ramp will be constructed from I-64 west to I-295 south. However, only the part of the ramp which ties into I-295 will be constructed in this phase.
During phase I, traffic impacts will include nighttime lane closures along I-64, I-295 and Pouncey Tract. Traffic along I-64 will be detoured onto Broad Street for several nights during this phase as structural steel is set for the Pouncey Tract Road bridge and the flyover bridge over I-64.

Phase II
- The second phase of this project will involve the demolition of the existing Pouncey Tract Road bridge over I-64. It will also include construction of the future southbound lanes of Pouncey Tract Road, including the bridge over I-64.
- On I-64, the flyover bridge will be completed from I-64 east to I-295 south.
- The left side of the ramp from I-64 west to I-295 south will be constructed.
- On I-295, the left side of the ramp from I-295 north to I-64 west will be constructed.
The following traffic shifts will occur during Phase
II:
NOTE: These shifts will not take place at the same time during this phase
of the project.
- Traffic shift to phase I of ramp from I-64 west to I-295 north
- I-295 south traffic shift to I-295 north
- Northbound and southbound Pouncey Tract Road switched to future two lanes of northbound Pouncey Tract Road
- Shift traffic onto phase I for ramp going from I-295 north to I-64 west
During phase II, traffic impacts will include nighttime lane closures along I-64, I-295 and Pouncey Tract. Traffic along I-64 will be detoured onto Broad Street for several nights during this phase as the existing Pouncey Tract bridge is demolished, structural steel is set for the new Pouncey Tract Road bridge and the flyover bridge over I-64.

Phase III
- Traffic will be shifted onto the new flyover bridge from I-64 east to I-295 south.
- Begin and complete maintenance work on the I-295 north bridge over I-64
- Complete construction of ramp going from I-64 west to I-295 south
- Complete construction of de-celeration lane going from I-295 south to I-64 west
- Complete construction of Phase II of the soundwall behind the Twin Hickory community
- Construct the outside lane of I-64 east between I-295 and Route 250 (Broad St.)
- Complete the median along Pouncey Tract Road
- Complete asphalt overlay on Pouncey Tract Road
- Remove existing I-295 south bridge over I-64 and demolish existing loop from I-64 east to I-295 south.
- Apply all final pavement surfaces and final striping.
- Shift all traffic into its final configuration on Pouncey Tract Road, I-64 and I-295.
During phase III, traffic impacts will include nighttime lane closures along I-64, I-295 and Pouncey Tract. Traffic along I-64 will be detoured onto Broad Street for several nights during this phase as the existing I-295 north bridge over I-64 is demolished.
