Independent Review Panel
The Route 460 Corridor Improvement Project Independent Review Panel (IRP) was appointed by Secretary of Transportation Pierce Homer. The secretary has selected Alan S.Witt, a member of the Commonwealth Transportation Board (CTB) to serve as chair of the IRP.

The IRP will review and evaluate all proposals, based on the evaluation and selection criteria in the Public-Private Transportation Act Implementation Guidelines and the Solicitation for Proposals. The IRP will solicit public comment through this Web site, provide local notice of its meetings and conduct meetings open to the public.

VDOT will hold four public meetings of the IRP.
The IRP will review and evaluate the three conceptual proposals under consideration. This will result in a recommendation to VDOT and the CTB on which, if any, of the proposals will advance to the next phase of procurement.

VDOT's Chief Engineer, Chief Financial Officer, other agency leadership and staff will present their perspectives and evaluation results of the three proposals to the IRP.It is possible there will be a closed portion of the meeting to discuss confidential information.
Each speaker should seek to limit discussions to 15 minutes. This is an opportunity to present additional and supporting information, studies, and reports to the IRP for its consideration.
Public comments will be received exclusively at the April 30, 2007, meeting of the IRP.
