Purpose of the Project

The original design for the Fairfax County Parkway was to create a vital corridor linking the extreme ends of Fairfax County from the north at Route 7 to the southeast at Route 1 near Fort Belvoir.

The Parkway currently begins at Route 7 and terminates at the Franconia-Springfield Parkway. It picks up again at Fullerton Road just west of I-95 and continues to Route 1.

The remaining portion of the Fairfax County Parkway from Rolling Road to Fullerton Road will complete the original vision for the corridor.

What's Being Done

Construction of the final two miles of the Fairfax County Parkway will begin in late 2008 now that the Virginia Department of Transportation, the Department of the Army and the Federal Highway Administration (FHWA) have signed an agreement to build this missing link. FHWA will administer the final design and construction of the first two phases of the project (see the Project Phasing Plan). Contact Kurt Dowden, FHWA Eastern Federal Lands Highway Division Project Manager, for more information.

When the first phase is complete in late 2010, motorists will have a direct route to I-95 from Rolling Road to Fullerton Road through the Engineering Proving Grounds (EPG).

Project Phasing

The approved design of the Fairfax County Parkway extension includes:

  • Four through lanes with right of way to expand to six lanes in the future.  Access from Fullerton Road to the Parkway will be eliminated.
  • A partial cloverleaf interchange with the future Engineer Proving Ground (EPG) access road.
  • Access improvements at the Franconia-Springfield Parkway, Hooes Road and Rolling Road.
  • Extension of Boudinot Drive to the Fairfax County Parkway including a grade-separated loop ramp.

The entire project cannot be constructed at this time due to lack of funding and increased costs; therefore, it will be built in four phases:

    Phase One:
Construction of four through lanes between Donegal Lane and Fullerton Road will allow commuters improved access to I-95.
Construction is scheduled to begin in late 2008 and be completed by late 2010.

    Phase Two:
Construction of a partial cloverleaf interchange connecting the Parkway to Rolling Road and the EPG access Road.
Construction is scheduled to begin in late 2008 and be completed by late 2010.

    Phase Three:
Relocates Hooes Road and Rolling Road with improvements to the interchange at Fairfax County Parkway and the Franconia-Springfield Parkway.
    This phase is currently unfunded.

    Phase Four:
Extends Boudinot Drive to the Fairfax County Parkway and constructs a grade separated loop ramp.
    This phase is currently unfunded.

Community Access

Because the entire project will not be constructed initially due to lack of funding, community access to the Parkway will be limited to the Rolling Road/EPG access road interchange and the existing signalized intersection at Rolling Road and Donegal Lane/Hooes Road. These FHWA maps show how existing communities will access the Parkway when Phases One and Two are complete in late 2010 (click each image for enlarged views):
