Design Public Hearing

What is Being Done?
The design of this project is to widen Route 638 (Rolling Road) from a two-lane roadway to a four-lane divided roadway. Also included:• A wide curb lane to accommodate bicyclists and to afford an additional buffer area for parked cars
• Raised grass medians with landscaping
• A shared-use asphalt path on the west side and concrete sidewalk on the east side
• Turn lanes at intersecting streets
• On-road parking in some areas
• Noise barriers (soundwalls) may be constructed with this project, and are discussed in the “Environmental” portion of this brochure.
The design of this project was originally approved in the early 1990s by the Fairfax County Board of Supervisors and the Commonwealth Transportation Board. However, due to funding constraints, it was never constructed. In the time since this approval, roadway design standards and environmental requirements have changed, citizens have moved in and out of the community and new VDOT and County policies on multi-modal transportation accommodations have been established. VDOT has met with many stakeholders in both a “formal” Citizen Involvement Meeting and in many informal roundtable meetings. The project design being presented tonight represents some significant changes from the previously approved plan as we comply with all of the changes mentioned, and with concerns received during our stakeholder meetings.
Fairfax County has designated Rolling Road as one of the top priorities in
the Secondary Six Year Plan, which now fully funds the project. The intent of
this project is to relieve the congested conditions that regularly occur during
hours of peak usage, as well as to plan for future increases in traffic, and to
improve safety along the corridor. In addition to the new lanes and pedestrian
facilities, improvements will be made to both the vertical and horizontal
curves. Current environmental regulations require the addition of storm water
management facilities, and it is anticipated that a storm water management pond
will be constructed adjacent to the existing roadway in the vicinity of the
Springfield Golf and Country Club. No additional traffic signals are anticipated
with this project, but all existing signals will remain, including the signal at
Barnack Drive.
Project Corridor
The proposed project is located in Fairfax County and the limits of the project are from 0.369 miles north of the Fairfax County Parkway to the intersection of Old Keene Mill Road. This 1.40 mile long project passes through a densely populated residential corridor, with many homes having frontage, including driveways, on the roadway. A portion of the Springfield Golf Course & Country Club is located on the east side of the project and Rolling Valley Elementary School is located several hundred feet to the west of Rolling Road. The southern terminus of the project is the Fairfax County Parkway, a major north-south cross-county transportation corridor. The northern terminus of the project is Old Keene Mill Road, an important connector between residential communities to the west and Springfield and I-95/I-495/I-395 to the east. Several existing businesses are located adjacent to the northern terminus of the project.
Why is This Road being Widened?
Rolling Road is classified as an Urban Minor Arterial road that extends from I-95 in the south to Braddock Road in the north and which connects two principal roads, the Fairfax County Parkway and Old Keene Mill Road within these project limits. This road currently experiences congestion during peak hours, and this condition is expected to worsen in the near term when Fort Belvoir is expanded under the Base Closure and Realignment Act (BRAC).The intent of this project is to relieve the existing and anticipated congested conditions that regularly occur during hours of peak usage, to provide accommodations for pedestrians and bicyclists and to improve safety along the corridor. The widening of Rolling Road has been a part of the Fairfax County Comprehensive Plan as well as regional transportation plans for several decades.
Right-of-Way Requirements
No displacements or relocations of families or businesses are anticipated. As the project further develops and is finalized, additional easements for maintenance, construction, and utility relocations may be required beyond the proposed right of way shown on the plans presented at the Public Hearing. Property owners will be informed of the exact location of these easements during the right of way acquisition process prior to construction.
Environmental Considerations
Through on-site inspection, coordination and correspondence with state and local agencies, the Northern Virginia District Environmental Section has determined that this project will not significantly impact streams or wetlands, will not impact any endangered species, natural, cultural, historic, or recreational resources, and will not involve significant air, noise, or water quality impacts. This project was coordinated through the State Environmental Review Process (SERP). No significant environmental impacts were identified during this review. Pursuant to the requirements of the National Environmental Policy Act (NEPA), a Categorical Exclusion was prepared. The Federal Highway Administration approved the Categorical Exclusion on December 8, 2006.A noise analysis was performed for the project, in accordance with FHWA regulations and VDOT State Noise Abatement Policy. Noise impact was identified, and noise mitigation was evaluated where warranted and feasible. You may review the noise analysis for further details.

Public Hearing Plan Availability
- Beginning on May 14, 2008, public hearing plans will be available for review in the Plan Room in the VDOT Northern Virginia District Office located off of Route 50 on Avion Parkway, in the Avion Lakeside 1 Building (14685 Avion Pkwy, Chantilly, VA 20151) Directions are also available on the VDOT web site at: http://www.virginiadot.org/about/nova_quick-directions.asp
- A set of plans will also be available for viewing at the office of Supervisor Pat Herrity, located at the West Springfield Governmental Center, 6140 Rolling Road, Springfield, VA 22151.
