Description
The existing Fairfax County Parkway is a four lane arterial highway traversing the Virginia suburbs from Route 1 (Richmond Highway) in the southeastern portion of the County to Route 7 (Leesburg Pike) in the northern part of Fairfax County. This project (VDOT no. 7100-029-353, PE-101, RW-201, C-501, B-630 - 633) focuses on grade separating the Parkway’s intersections with the Fair Lakes Parkway and Monument Drive, and widening the Parkway from four lanes divided to six lanes divided (three lanes in each direction), primarily into the existing median. The physical limits of the project are from 0.64 miles south of eastbound I-66 to 0.16 miles north of Rugby Road (Route 750) for a total length of 2.86 miles.

In the FY-04 VDOT Six-Year Improvement Program, only preliminary engineering funding for the widening of the Fairfax County Parkway to six lanes between Route 123 and Sunrise Valley Drive (Route 5329) is identified, along with separate preliminary engineering and right of way funds for the interchange(s) at Fair Lakes Parkway and Monument Drive. Funding for construction of the interchange(s) has not been identified though the proposed improvements are in agreement with the Fairfax County Comprehensive Plan, Northern Virginia 2020 Transportation Plan, and the Financially Constrained Long-Range Transportation Plan for the National Capital Region.

The proposed interchange is located in a developing, semi-urban setting with traffic volumes considered high on the major roadways and for all turning movements. This proposed interchange is flanked by existing interchanges north and south of Fair Lakes Parkway with the I-66/Fairfax County Parkway interchange approximately 0.7 miles south and the Route 50/Fairfax County Parkway approximately 0.9 miles to the north. Due to the close proximity of these interchanges, an additional auxiliary lane will be added both northbound and southbound between the interchange ramps (I-66 to Fair Lakes Parkway and Route 50 to Fair Lakes Parkway) to provide longer and safer weave and merge lanes for vehicular traffic.

The interchange is proposed to enhance traffic flow on the Fairfax County Parkway and Fair Lakes Parkway by grade separating the congested intersection at Fair Lakes Parkway and the nearby intersection with Monument Drive. The additional through lanes on the Fairfax County Parkway will improve traffic flow from south of I-66 to north of Rugby Road. Also, the project proposes to eliminate North Lake Drive’s T- intersection with the Parkway. A new connection (extension of Tall Timbers Drive) between the Fair Lakes Village and Fair Ridge developments will be made to provide the residents in Fair Lakes Village (North Lake Drive) an interior access to Monument Drive. Eliminating this direct access point to the Parkway will allow the new interchange(s) to function properly and improve safety and traffic flow.

New sidewalk and a ten foot multi-purpose trail are proposed to be added throughout the majority of the project corridor. Generally, sidewalk is being added along the western side of the Fairfax County Parkway’s southbound ramps from its intersection with Fair Lakes Parkway to a new connection with Rocky Run Stream Valley Park’s existing network. Similarly, on the eastern side of the Parkway’s new northbound ramps, a ten foot wide multi-purpose trail from the Parkway’s intersection with Fair Lakes Parkway to an existing trail near North Lake Drive will be provided. Connections will additionally be made along Fair Lakes Parkway and Monument Drive to existing sidewalk/trail networks.

The bulk of right of way and easement areas necessary to construct the interchange were dedicated in the 1980’s when this section of the Fairfax County Parkway was constructed. Because of this forethought, only a small amount of additional right of way will need to be purchased.
