Franconia Springfield Parkway (Route 7900) Connections with Backlick Road, Old Keene Mill Road and I-95

Design Features
The connections to the F/S Parkway provide improvements in the following manner: . Eastbound traffic presently bound for northbound I-95 from either the F/S Parkway (access via Backlick Road) or from Old Keene Mill Road will now be able to access I-95 directly. Once on I-95, access will be available to Tysons Corner, Washington or the Woodrow Wilson Bridge. . Southbound I-95 traffic presently bound for west Springfield and having to exit at either Old Keene Mill Road or to Backlick Road will now be able to access the F/S Parkway directly. The above-mentioned improvements will reduce the traffic demand on both Old Keene Mill Road and Backlick Road. The project will also include signing, roadway lighting, signals and Intelligent Transportation System upgrades.

Environmental Considerations
Pursuant to the National Environmental Policy Act (NEPA) and Federal Highway Administration (FHWA) guidelines, a Categorical Exclusion (CE) was prepared for this project. The document is available for your review this evening. Through coordination with local, state and federal agencies and on-site inspection, the Northern Virginia District Environmental Section has determined that no significant environmental impacts are anticipated to result from this project. Permits will be required from the U.S. Army Corps of Engineers and the Virginia Department of Environmental Quality for minor wetland impacts. All wetland impacts will be mitigated for as required by the regulatory agencies.
