Description
Consideration for ramp connections between the Franconia / Springfield Parkway (F/S Parkway) and the mainline roadways of Interstate 95 has been the subject of much study. The F/S Parkway crosses I-95 less than a mile south of the Route 644 Interchange and about two miles north of the Fairfax County Parkway Route 7100 Interchange. As a 3.7 mile spur route from the Fairfax County Parkway at Rolling Road eastward to Beulah Street, the F/S Parkway provides access to the proposed Springfield Metrorail station and access between residential and business communities east and west of I-95. HOV connections to I-95 also are provided.
The primary purpose for providing connections between SB I-95 to WB F/S Parkway and the reverse of this movement is to improve accessibility, convenience, and safety to the area transportation network in addition to relieving traffic congestion on Old Keene Mill Road. The objective is to accomplish this without negatively impacting mainline thru traffic movements. Based on the projected traffic demand, future Fairfax County planning objectives (i.e., the Engineering Proving Grounds, etc.) and other practical issues, these connections are essential.
In the VDOT continuing effort to maintain open communication with the public, a Citizens Information Meeting was previously held in 1997 (as part of the Springfield Interchange project), where designs were presented and comments were received. These comments were evaluated and incorporated where feasible.
The current Fairfax County Government Comprehensive Plan identified the future addition of one HOV lane in each direction on the Franconia / Springfield Parkway. This project allows room for the future inclusion of those lanes.
Land Acquisition and Utilities
It is anticipated that four dwellings and one business will be required to be purchased for construction right-of-way. Additionally, parking areas from a number of businesses will be impacted. Easements will be required for construction grading and utility relocations. As the project is further developed, additional right-of-way and easements may be identified.

Funding Availability
Currently, no funding is yet identified for right-of-way and construction in the VDOT Six-Year Program. The total cost of the project, based on 2003 dollars, including preliminary engineering, right-of-way, and construction is estimated at $75 million to $80 million.
