    • US 340 Business (Broad Street) from southern corporate limits to the northern corporate limits·
    • US 211 Business (Main Street) from the western corporate limits to the eastern corporate limits·
    • Chappel Road from the southern corporate limits to Fairview Road·
    • Collins Road from Marye Lane to Lee Highway
    • Court Street from the southern corporate limits to West Main Street
    • Fairview Road from Reservoir Avenue to Antioch Road
    • Hawksbill Street from Main Street to Lee Highway
    • Leaksville Road from the southern corporate limits to Main Street

Data collected for the study of the town included:

    • traffic counts conducted in October 1998

    • a detailed inventory of on-street and off-street parking facilities
    • travel time and delay data on the roadway system
    • VDOT database of roadway geometric conditions (dimensions)
    • review of tourism and goods movement issues in the Town

The above information was analyzed to identify Luray's 2020 transportation needs based upon highway capacity, geometry, and safety as well as other concerns that may be raised by local officials and citizens. The Virginia Department of Transportation held a meeting to present proposed recommendations for the Luray 2020 Transportation Plan on October 18, 1999 at the Luray Municipal Offices. The purpose of the meeting was to describe the current and future transportation needs, as well as recommended improvements to the Luray thoroughfare system. The Luray Town Council and the Page County Board of Supervisors approved the Luray 2020 Transportation Plan on December 13, 1999.
