State of Good Repair
In 2015, House Bill 1887 was passed and incorporated into the Code of Virginia (§ 33.2-369).
Known as State of Good Repair (SGR), the program provides funding for deteriorated pavements and structurally deficient* bridges maintained / owned by the Virginia Department of Transportation (VDOT) and / or localities, as approved by the Commonwealth Transportation Board (CTB).
SGR requires funds be distributed proportionately between VDOT and localities, based on assessed needs.
The funds are used to address repairs on bridges deemed structurally deficient on the National Bridge Inventory and deteriorated pavement on interstate and primary highways.
Each district will receive between 5.5 percent and 17.5 percent of the total available SGR funds in any given year based on the SGR needs as described above.
When the CTB approved, by resolution, the prioritization process methodology on May 16, 2018, they approved the district funding distribution percentages for fiscal years 2019 and 2020.
Funding percentages will be reevaluated and updated for Fiscal Year 2021.
* A bridge that has been deemed structurally deficient does not imply that it’s likely to collapse or is unsafe, but there are elements of the bridge that need to be monitored and / or repaired.

Virginia localities must submit applications and work notification forms through the SMART Portal. The application/notification form in-take period starts on Nov. 1, 2018 and ends on Jan. 7, 2019, at 5 p.m.
