This project is located on North Stuart Avenue (Route 340) from Spotswood Avenue to F Street in the Town of Elkton. The project will provide a new sidewalk and widen various roadway sections. Currently there is sidewalk on the west side of North Stuart Avenue from Spotswood Avenue to C Street. No other pedestrian or bicycle accommodations exist in this area.
A five-foot wide new sidewalk will be constructed on the west side of North Stuart Avenue from Spotswood Avenue to F Street. Curb and gutter will be added to the construction from E Street to F Street on North Stuart Avenue and will provide improved drainage in this area.
North Stuart Avenue will be widened to 40 feet between E Street and F Street. This will match the existing 40-foot roadway width on North Stuart Avenue from Spotswood Avenue to E Street.
The Elkton town water line will be replaced between Spotswood Avenue and F Street. E Street will receive minor widening between North Stuart Avenue and Terrace Avenue. The project will also modify the Terrace Avenue connection with North Stuart Avenue.
The existing average daily traffic volume on North Stuart Avenue is 8,695 vehicles per day and is anticipated to increase to 10,726 vehicles per day by the year 2034.
The total estimated cost for this project is $1,661,678, including $189,845 for preliminary engineering, $467,000 for right of way and $1,004,833 for construction.

Benefits of Project
Pedestrian safety will be enhanced with the construction of new sidewalk from Spotswood Avenue to F Street. Additionally drainage in the vicinity of E Street and F Street will be improved with the addition of curb and gutter.
During construction there will be periods of single lane traffic in the work zone with flagger traffic control. Most of the construction will feature two-lane traffic throughout the project.
Beginning spring 2015, expect periodic flagger-controlled lane closures on Route 340 from F Street to 0.18 miles south of East Street. Monday through Friday. Estimated completion Sept. 18, 2015.
