HOV - Northern Virginia: When and Where


I-395 and I-95 Reversible Lanes

There are two High Occupancy Vehicle lanes (separated from the regular lanes by barriers) from Washington, D.C. to Dumfries (30 miles). On weekdays, HOV-3 (three or more people in a vehicle) is in effect northbound (going into Washington) from 6 a.m. to 9 a.m. and southbound (out of Washington) from 3:30 p.m. to 6 p.m.

HOV-3 only:  Monday-Friday:  6 a.m. to 9 a.m. northbound; 3:30 p.m. to 6 p.m. southbound

The HOV lanes are closed to all traffic during the following hours:

  • Weekdays from 11 a.m. to 1 p.m.; and midnight to 2 a.m.
  • Saturdays from 2 p.m. to 4 p.m.

The HOV lanes are open to all traffic during the following hours:

  • Northbound from 9 a.m. to 11 a.m. and 2 a.m. to 6 a.m. on weekdays; from 4 p.m. Saturday until 6 a.m. Monday.
  • Southbound from 1 p.m. to 3:30 p.m. and from 6 p.m. to midnight on weekdays; from 6 p.m. Friday until 2 p.m. Saturday.

  • North of Route 234 (Cardinal Drive Overpass)
  • South of Prince William Parkway (Opitz Boulevard)
  • Horner Road Park-and-Ride Lot (Prince William Parkway Commuter Lot)
  • Route 123
  • Route 1
  • South of Fairfax County Parkway (Newington)
  • Franconia-Springfield Parkway
  • North of Franconia Road/Old Keene Mill Road (From I-95)
  • Franconia/Old Keene Mill Road (From Route 644)
  • North of Edsall Road
  • Seminary Road
  • Shirlington Circle
  • Eads Road
  • North of Route 1

Southbound entrances

  • Eads Street
  • Washington Boulevard
  • North of Edsall Road
  • Franconia-Springfield Parkway
  • North of Fairfax County Parkway (Backlick Road)

 

I-66 HOV-2 (Two or More People)

Inside the Beltway

Both lanes are reserved for HOV-2 eastbound in the morning and westbound in the afternoon.

From: Capital Beltway (Interstate 495)
To: Theodore Roosevelt Bridge
Days: Monday - Friday

  • Eastbound: 6:30 a.m. to 9:00 a.m.
  • Westbound: 4 p.m. to 6:30 p.m.

Outside the Beltway

The far left lane is reserved for HOV-2 eastbound in the morning and westbound in the afternoon.

From: Route 234 in Manassas
To: Capital Beltway (I-495)
Days: Monday - Friday

  • Eastbound: 5:30 a.m. to 9:30 a.m.
  • Westbound: 3 p.m. to 7 p.m.

Exit ramps at Monument Drive and Stringfellow Road

  • On weekdays, the ramps are open eastbound to HOV-2 traffic only from 5:30 a.m. to 9:30 a.m., and westbound to HOV-2 traffic only from 3 p.m. to 7 p.m. 
  • The ramps are closed to all traffic from 5 a.m. to 5:30 a.m.and 9:30 a.m. to 10 a.m. on weekdays for the directional switch. 
  • At all other times and throughout the weekend, the ramps are open westbound to all traffic.

Shoulder lane hours (far right lane)

  • Eastbound: Open weekdays to all traffic from 5:30 a.m. until 11 a.m.
  • Westbound: Open weekdays to all traffic from 2 p.m. until 8 p.m.

Dulles Toll Road HOV-2 (Two or More People)

The far left lane is reserved for HOV-2 eastbound in the morning and westbound in the afternoon.

From: Route 28
To: The main toll plaza
Days: Monday-Friday

  • Eastbound: 6:30 a.m. to 9:00 a.m.
  • Westbound: 4 p.m. to 6:30 p.m.
