This project will replace the structurally-deficient Denbigh Boulevard Bridge over Interstate 64 and CSX Railway between Warwick Boulevard and Jefferson Avenue in Newport News with a new bridge that meets current geometric and design standards.

The project includes demolition of the existing bridge, and construction a new bridge with four 12-foot lanes, a 16-foot raised median and two 8.5-foot sidewalks, as well as new roadway approaches and stormwater management facilities.

The demolition and construction is being completed in two stages to maintain one lane of traffic in each direction on Denbigh Boulevard throughout construction. In the first stage, traffic has been shifted to one lane in each direction on the existing bridge, while demolition work and construction of the new bridge, roadway, retaining wall and stormwater pond are underway. In the second stage, traffic will be shifted to the newly constructed portion of the bridge, allowing crews to complete the remaining demolition and construction work.

Traffic Impacts

Motorists will be advised of lane closures and traffic shifts that occur during the project, which is scheduled for completion in spring 2022. All construction work is dependent upon weather conditions.

Denbigh Boulevard Stage 2 Traffic Configuration (June 2021-Spring/Summer 2022) 

As of June 2021, crews have completed the first stage of the bridge replacement project consisting of the demolition and the reconstruction of the eastbound Denbigh Boulevard overpass bridge. In order to demolish and replace the existing westbound overpass bridge in the next stage of construction, both directions of traffic between Pocahontas Drive and Millwood Drive will be shifted from the westbound section of the bridge over to the newly constructed eastbound bridge, starting overnight as early as June 13, 2021.

Full Closure on Richneck Road (August 2019- Spring/Summer 2022)

During construction, a long-term closure with a signed detour remains in place on Richneck Road at the Denbigh Boulevard intersection to accommodate the lane reductions and reconstruction of the intersection at Richneck Road.

  • As of August 6, 2019, access to and from Denbigh Boulevard to Richneck Road is currently prohibited for the remainder of the project (pictured below). Signed detours are in place directing Richneck Road and Denbigh Boulevard traffic to use Jefferson Avenue.

Benefits 

The project will upgrade the interstate overpass to meet current design standards. 

Major Milestones 

Estimated Schedule

Design began in 2015, followed by right-of-way acquisition in 2016. The project was advertised for construction in fall 2018, with a notice to proceed issued on March 18, 2019.

The $23 million construction contract was awarded to Corman Kokosing Construction Company of Annapolis Junction, MD on January 16, 2019.

The estimated* schedule for the project is as follows:

1st Stage of Construction - Denbigh Boulevard traffic shift: April 2019 - Spring 2021
Section of I-64 noise barrier temporarily removed: Summer 2019 - Fall 2021
Full Richneck Road Closure Begins: August 6, 2019 through Spring/Summer 2022
2nd Stage of Construction Begins - Denbigh Boulevard traffic shift: Spring 2021 - Spring/Summer 2022
Estimated Completion Date: Spring/Summer 2022
