This page introduces the most popular stand-alone planning tools that VDOT staff and consultants have been frequently using for traffic engineering, transportation planning, construction, maintenance, operation, and roadway design works. 


ENTRADA
: Environmental Traffic Data Tool

ENTRADA standardizes the production of environmental traffic data – Speeds, VMT (VKT), VHT, and VHD – needed as input for noise analyses. It utilizes look-up tables based upon the Highway Capacity Manual (HCM), Special Report 209; NCHRP Reports 365 (187), 387 and 504; and other nationally and internationally recognized sources to adjust free-flow speeds for different facility types (Freeways, Multi-Lane and Two-Lane Highways, and Urban Streets). It incorporates factors recommended by these documents in order to adjust free-flow speeds based upon number of lanes, access points, lateral clearances, median types, and lane widths. 

Highway projects using Federal funds are required to undergo air and noise studies. Typically, these studies analyze Base year, Interim year (Build & No-build), and Design year (Build & No-build) air quality and noise impacts of proposed improvements.  Environmental traffic input typically includes diurnal data for traffic volumes, operating speeds, Vehicle Miles (Kilometer) of Travel (VMT), Vehicle Hours of Travel (VHT), and Vehicle Hours of Delay (VHD.)  

As this program is based upon nationally recognized adjustment factors, the output is processed by a selection of BPR and 9 other Modified BPR Models in addition to four (4) nationally known Non-BPR Models. 

Therefore, the output from the ENTRADA Program is less likely to be legally challenged. Use of the program should result in staff time efficiencies, as production of environmental traffic data will become standardized and routine. Additionally, Calibration process is available and makes the forecasted traffic data less subjective.

LHD
: Loudest Hour Determination Tool

LHD tool is used in completing highway noise studies. Specifically, the tool is used for determining the worst (loudest) case traffic conditions for completing highway noise studies. The tool works hand in hand with ENTRADA as it takes the hourly traffic data from ENTRADA and processes the data to determine the loudest hour based on volumes, composition and speed.

HUB-CAP
: Highway User Benefit-Cost Analysis Program Tool

The Road User Cost determined by HUB-CAP provides the Department with a standardized method to quantify road user costs to the traveling public based on operating and time delays. Based on this information, the Department can determine the cost effectiveness of various alternatives including detours, temporary roadway or shoulder construction, off-peak hour day work, night work, and the most appropriate project delivery method (i.e., Incentive/Disincentive, A+B Bidding, etc.). 

Finally, it can be used to quantify the road user costs incurred by the traveling public for cases when the contract provisions for allowable working hours and completion dates are not adhered to.

D-LITE: Design Level Intersection Traffic Estimation Tool

D-LITE is an integrated micro-level traffic forecasting tool, designed to balance and forecast turning movements for a roadway having up to 10 crossings (or intersections). This tools has five modules of output, labeled with the abbreviations PIE (Preliminary Intersection Estimate), SILLQ (Signalized Intersection Left Lane Queuing), I-ENTRADA (Intersection Environmental Traffic Data), NCHRP 255, FRATAR, and P&A Gravity Model (productions and attractions using gravity model). 

The user can select the desired output module for future analysis in the following types of VDOT studies: 

  •         LD-104 (Location & Design: For scoping and Design)
  •         LD-104B (Environmental Division: Noise Study)
  •         Design-Build (where a forecast of volumes is needed)
  •         IMR (Interchange Modification Report)
  •         IJR (Interchange Justification Report)
  •         Bridge (Widening or Replacement)
  •         Material Engineering (Pavement Design)
  •         Traffic Engineering (Signalization)

LUCI: Land Use Complete Interactive Tool

LUCI is a nifty tool that provides the land use growth in addition to traffic growth calculation with magnitude ranging from entire region to TAZ level.  It allows the user to mix-match the study area ranging from County, JRS (Jurisdiction-Ring-Sector) and/or multi-TAZ coverage.  This tool is currently based on the MWCOG regional Coop. LU forecasts and extended region, however it is capable of read-in similar LU format from other parts of the state.
